What we are looking for

Do you love numbers but also love connecting the dots between data, decisions, and real-world impact? Are you the kind of person who can deep-dive into a spreadsheet one hour and explain your findings to a city manager the next?  For this role, you should be a quick-thinker, naturally curious problem-solver who thrives in both independent and collaborative environments. You don’t wait for instruction—you spot patterns, ask insightful questions, and figure things out. With a strong analytical foundation and a creative edge, you enjoy applying logic while exploring innovative approaches to complex challenges. Socially versatile, you’re equally comfortable engaging in technical discussions and clearly communicating with non-technical audiences. You manage data with precision while keeping sight of broader policy and operational goals, and you're just as confident coding a model or structuring a dataset as you are discussing how your analysis could shape a community’s long-term strategy. Above all, you're driven by a genuine interest in how local governments function, how infrastructure gets funded, and how systems can be improved to better serve communities.

At SCS Engineers, our Management Services group helps local governments and utilities make smarter, data-driven financial decisions. We combine economics, finance, and public policy to help communities fund infrastructure, recover costs, and operate sustainably.

You’ll get to work on projects that directly impact communities. We help local governments operate smarter, spend wisely, and deliver essential services sustainably. You’ll lead meaningful work and collaborate with a sharp, supportive team that values both intellectual rigor and strategic creativity. You can be remote or hybrid in an SCS office for this role. We are looking for Analysts with various levels of experience.

How you can make an impact

Work closely with project teams to deliver financial, economic, and management consulting services to municipal and private clients, with a primary focus on utilities and public sector entities.

  • Analyze complex data sets, build and refine financial models, and interpret results in a way that’s clear, insightful, and actionable.
  • Apply quantitative reasoning to policy, rate design, and financial sustainability questions.
  • Draft reports and deliverables that communicate your analysis with clarity, precision, and polish.
  • Contribute creative solutions that improve processes, strengthen client outcomes, and support the team’s intellectual property development.
  • Collaborate across departments to support projects involving economic feasibility, cost recovery, or performance benchmarking.
  • Travel occasionally for client meetings, presentations, and project work.

Qualifications

  • Bachelor’s degree (or higher) in economics, finance, applied mathematics, engineering, or another quantitative discipline required.
  • Minimum of 1 year of relevant experience required. Prior experience in public-sector finance, utilities (water, sewer, stormwater, solid waste, electric, gas), or consulting is strongly preferred.
  • Proficiency in Excel (bonus points for Power BI or other data visualization tools).
  • Strong grasp of quantitative reasoning and statistical concepts.
  • Willingness to travel up to 20%.

Pay Range

USD $76,000.00 - USD $100,000.00 /Yr.
